The reading changes at midnight Central Time, and it stays the same all day.

The LORD thy God in the midst of thee is mighty; he will save, he will rejoice over thee with joy; he will rest in his love, he will joy over thee with singing.

Zephaniah 3:17King James Version

Plain English

Zephaniah says, "The LORD thy God in the midst of thee is mighty; he will save, he will rejoice over thee with joy." In the midst means right there with His people, and thy and thee mean your and you. He will rest in His love, which means His love is settled and sure, and He will joy over them with singing. The mighty God who saves also sings over the people He loves.

Devotional

A parent stands in the doorway of a dark bedroom and hums, glad that the child is safe and theirs. The child may be asleep and may not hear a note. God is nearer than a doorway. He is mighty to save, and He rejoices over His people with singing they do not have to earn.
