Plain English
The prayer asks that the words of the mouth and the meditation of the heart be acceptable, which means pleasing. Thy means your. The Lord is called my strength and my redeemer, the one who holds you up and buys you back.
Devotional
A cook tastes the soup before it goes to the table, because one bitter spoonful can spoil the bowl. Words work the same way. Ask the Lord to make both your mouth and your hidden thoughts pleasing before you serve them to someone else.
