The reading changes at midnight Central Time, and it stays the same all day.

And rend your heart, and not your garments, and turn unto the LORD your God: for he is gracious and merciful, slow to anger, and of great kindness, and repenteth him of the evil.

Joel 2:13King James Version

Plain English

'Rend your heart, and not your garments' means tear your heart, not your clothes. God wants an honest turning, not a costume of sorrow, and He is gracious, merciful, slow to anger, and of great kindness. Repenteth him of the evil does not mean God has sinned, because it means He turns aside from threatened harm when people turn to Him.

Devotional

Anyone can change a coat and look sorry for an hour. Tearing the heart is telling God the truth without a show. Turn to the God who is gracious and merciful, not to an audience.
