Plain English
"Surely goodness and mercy shall follow me all the days of my life", and surely means you can count on it. Goodness and mercy follow, the way a faithful companion stays with you and does not quit. "All the days" includes ordinary days and hard ones. "I will dwell in the house of the LORD for ever" means a home in God's presence, not a short visit.
Devotional
A good dog follows you down the lane and will not turn back at the mailbox. Psalm 23 says goodness and mercy shall follow you all the days of your life. They stay on your heels. The psalm ends with a home, dwelling in the house of the Lord forever.
