The reading changes at midnight Central Time, and it stays the same all day.
For the grace of God that bringeth salvation hath appeared to all men,
Plain English
"The grace of God that bringeth salvation hath appeared to all men." Bringeth means brings, and hath appeared means has appeared, has come into view. "All men" means all people, and God's saving grace is not a secret kept for a private club. It appeared in the coming of Jesus, and the offer is wide, and appearing to all people is not the same as saying every person has already received it.
Devotional
A lamp in one window can look as if it is only for the people already inside. Titus says the grace of God that brings salvation has appeared to all people. It came into view for the whole street. The person next door is included in that appearance, and so are you.
