The reading changes at midnight Central Time, and it stays the same all day.
Arise, shine; for thy light is come, and the glory of the LORD is risen upon thee.
Plain English
"Arise, shine" means get up and let the light show, for "thy light is come," your light has already come. "The glory of the LORD is risen upon thee" means the Lord's glory has dawned on you, like sunrise. You rise because the light has come, and you do not have to produce it.
Devotional
Sun hits the window, and it is time to get up out of the chair. Isaiah says, "Arise, shine; for thy light is come." The glory of the Lord has risen upon you, and you do not invent that sunrise. You stand up in a light God has already given in the coming of Jesus.
